Senior Technical Project Manager

We leverage top-tier technologies and expertise driven by a passion for innovation to drive progress. Our client is launching a sovereign Platform-as-a-Service (PaaS) initiative aimed at delivering scalable, secure, and regionally compliant cloud services. They are seeking a Senior Technical Project Manager to lead the development and delivery of the PaaS services layer, integrating open-source and best-of-breed technologies into a unified platform. The role demands coordination of infrastructure, APIs, web interfaces, support systems, billing, and operations tools.*This is a hybrid position that will require traveling. WHAT YOU WILL DO: 

• Lead and manage large-scale, high-stakes technical projects within strict regulatory and data sovereignty frameworks.
• Oversee cross-functional teams, third-party vendors, and internal stakeholders.
• Drive project planning, execution, change management, and risk mitigation.
• Maintain stakeholder alignment through in-person engagement and clear communication.
• Ensure timely and high-quality delivery of all project components.
• Navigate complex political and cultural contexts, particularly in the Middle East.
• Provide regular reporting to senior leadership and manage all project documentation and closure activities.

• Proven experience with complex cloud platform projects (IaaS/PaaS), DevOps, CI/CD, multi-tenancy, and security/compliance standards (e.g., ISO 27001, data sovereignty laws).
• Strong skills in stakeholder management, team leadership, negotiation, risk analysis, and cross-cultural communication.
• Familiarity with project management tools (Jira, Confluence), SDLC methodologies (Agile, Waterfall, Scrum, Kanban), and budgeting (time/resource-based).
• PMP®, PRINCE2® Practitioner, or equivalent.
• Ability to travel and collaborate on-site within the Middle East as needed.
