As a Business Systems Analyst, you will be a member of either the Enterprise Content and Asset Management Solutions (ECAMS) team or the Enterprise Permitting, Inspection, and Compliance (EPIC) team within the Business Solutions Division of Seattle IT. Position 1: ECAMS Team The Enterprise Content and Asset Management Solutions (ECAMS) team supports a portfolio of enterprise and custom applications that enable critical business functions across multiple City of Seattle departments. This includes an enterprise Work and Asset Management commercial off-the-shelf (COTS) solution used by the Seattle Department of Transportation (SDOT) to support asset management, collision tracking, work management, inspections, and related operational needs. The team also supports several custom solutions, including systems for utility assistance programs, accounts payable, procurement, and enterprise document and content management. These solutions serve multiple departments, including Seattle City Light, Seattle Department of Transportation, Seattle Department of Construction and Inspections, and Seattle Public Utilities. In this role, you will provide experienced guidance to business stakeholders on leveraging technology to achieve departmental goals. You will identify opportunities for system and process improvements, support integrations with other enterprise systems such as GIS and PeopleSoft and assist with prioritizing enhancement requests. Responsibilities include developing business and system requirements; configuring applications; developing and maintaining queries, scripts, and stored procedures; testing and implementing system changes; supporting data management and reporting; and providing training and support to business users as needed. Projects range from small configuration changes to complex, multi-month initiatives, requiring strong project management, collaboration, and team leadership skills. Position 2: EPIC Team This position will be the Information Technology Business Systems Analyst supporting the Accela Enterprise Platform. This team supports the City’s Accela application, a critical business application used by multiple departments to handle permitting, licensing, inspections, and code compliance. You will be working with business staff to find opportunities for system improvements, assessing work requests, investigating and documenting business requirements, determining configuration and design solutions, seeing changes through to a successful implementation, and solving issues in a production environment. This work is primarily associated with the Accela application and will also include work with other applications supported by the EPIC team. For both positions, you will be responsible for:

  • Product Ownership: Lead technology investments, from overall systems planning to development, operational management, and data communications.
  • Subject Matter Expertise: Act as the City's subject matter expert on technology product and services strategy to support complex business practices.
  • Continuous Improvement: Plan, implement, and scale a continuous improvement framework for the programs you support, focusing on technology solutions.
  • Stakeholder Engagement: Identify and drive technology strategy and investment needed to provide complex services to diverse stakeholders.
  • Technology Portfolio Management: Recommend management strategies for the portfolio of products supporting department policies, including integration or transition of systems to align with the business.
  • Stakeholder Alignment: Strategically align stakeholders and teams around the development, purpose, delivery, and adaptation of technology products and services.
  • Equity and Inclusion: Support equity and inclusion goals by recommending approaches for customer accessibility and removing barriers to compliance success.

Here’s more of what you’ll be doing:

  • Listening carefully and asking clarifying questions about business requests, translating those into business process requirements, and system design.
  • Analyzing sophisticated system issues to identify the root causes, proposing comprehensive solutions consistent with program-level system design standards, and assisting with implementation of changes.
  • Reviewing legislative language to identify potential impacts to business processes and resolve scope of system design changes required to meet new mandates.
  • Gathering and documenting information on business and system requirements from customers by performing research, facilitating workshops, and conducting interviews.
  • Quickly learning a system’s capabilities and configuration options and devising creative solutions for business needs within that framework.
  • Crafting and updating software specifications; ensuring that system documentation libraries are kept up to date and well organized.
  • Configuring software using standard software configuration tools.
  • Creating test plans, writing test procedures, testing, and working with business staff for end-user testing. Developing and delivering training and training references on system functions, working with business partners to meet business objectives.
  • Identifying, documenting, and resolving issues, raising concerns as appropriate.
  • Performing data analysis, developing SQL scripts and stored procedures, and assisting other divisional data analysts to support data-driven decision-making in the department.
  • Supporting system integration projects and coordinate with Seattle IT developers
  • Following established project or departmental review and approval processes and standards for all work.
  • Supporting department goals in promoting diversity, race, and social justice.
  • This position requires occasional non-standard working hours.
  • Performing varied tasks as assigned commensurate with classified position level.

Minimum Qualifications

  • Five years in-depth experience as a business systems analyst, or a combination of education and experience that demonstrates the ability to perform the position duties.
  • Demonstrated understanding of Software Development Life Cycle (SDLC) methodologies and templates.
  • General knowledge of database structures and tools (such as SQL, Oracle, MS Access, etc.), including the ability to design and implement queries.
  • Analytical approach seeking to know more to help business think of the bigger picture.
  • Good communication and active listening skills; able to connect with both technical and business staff.
  • Ability to handle scope as it pertains to areas of responsibility and keep the project manager and supervisor informed of changes and impact to assigned projects.
  • Ability to work independently while maintaining appropriate communications with supervisor about progress and issues.
  • Ability to manage time well to meet project milestones.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

Desired Qualifications

  • Bachelor’s degree in computer science, computer technology or equivalent field or experience.
  • Experience working with enterprise-level commercial off-the-shelf (COTS) applications and providing vendor support.
  • Experience implementing off-the-shelf business applications, including gap-fit analyses, capabilities assessments, design, configuration, and testing.
  • Experience developing Oracle PL/SQL queries, stored procedures, and scripts.
  • Experience developing requirements, design, and technical specifications for data interfaces and automated data management procedures.
  • Experience working with custom applications.
  • Experience leading small IT projects with staff resources from a variety of IT specialties.
  • Experience working with Software as a Service (SaaS), Platform as a Service (PaaS), and/or Infrastructure as a Service (IaaS) vendors.
  • Familiarity with SaaS, PaaS, and IaaS solutions and vendor communication
  • Experience working in government and/or public sector.
  • Ability to see beyond the assumed issue to identify and find solutions for underlying business goals.

NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.Salary The full salary range for this position is $54.81 - $82.28 per hour. The targeted salary range for these individual roles is $70.00 - $74.00 per hour based on experience and skills.
