The Project Manager (PM) is responsible for program-level planning, orchestration, governance, schedule integrity, and executive communication for the Rural Health Transformation Project. This role serves as the authoritative owner of delivery predictability and compliance, using Microsoft Project as the System of Record for schedules, dependencies, milestones, and portfolio alignment.

The PM ensures all workstreams—technical, governance, analytics, and operational—are coordinated, auditable, and aligned with State objectives, regulatory timelines, and executive expectations.

Duties and Responsibilities

Program Planning & Schedule Management

  • Develop and maintain the Integrated Master Schedule (IMS) in Microsoft Project, incorporating all workstreams, dependencies, milestones, and resource assignments
  • Establish and manage schedule baselines, critical paths, and variance analyses, including root-cause identification and corrective action planning
  • Produce multi-horizon roadmaps (annual, quarterly, monthly) derived directly from MS Project
  • Perform resource planning and leveling, including contingency and surge planning scenarios

Governance, Reporting & Compliance

  • Own and maintain RAID logs, governance registers, and decision logs with clear escalation paths and accountability
  • Prepare and deliver executive and steering committee reporting, including status dashboards, KPIs, milestone health, and narrative summaries
  • Manage change control processes, including impact analyses, approval workflows, and baseline updates
  • Ensure all deliverables meet contractual, audit, and documentation requirements, including traceability back to SOW obligations

Stakeholder, Vendor & Cross-Team Coordination

  • Lead cross-workstream coordination, ensuring dependencies across teams and vendors are actively tracked and resolved
  • Oversee vendor deliverable reviews, acceptance documentation, and schedule alignment
  • Leverage stakeholder engagement and communication plans to enable executive alignment and informed decision-making
  • Run structured meetings with clear agendas, decisions, and action tracking

Agile & DevOps Integration

  • Ensure alignment between MS Project milestones and Agile sprint delivery (executed by the Scrum Master)
  • Coordinate roadmap-to-backlog translation and validate that sprint commitments reflect program-level objectives
  • Maintain integration between MS Project, Azure DevOps, and executive dashboards (ADO, Power BI)

Qualifications

Required Skills & Certifications

  • PMP certification (required)
  • Extensive experience managing complex, multi-workstream IT programs
  • Demonstrated proficiency with Microsoft Project as an enterprise scheduling and reporting tool
  • Experience supporting government, public-sector, or highly regulated environments
