POSITION OVERVIEW The Project Controls Director, Construction serves as a strategic partner to executive leadership, supporting project teams and leading all project controls functions. The role provides vision, management, and mentorship to enhance the effectiveness of project controls across Stream Data Centers’ portfolio. This includes developing and improving systems and processes that ensure consistent, accurate management of scope, schedule, and budget. The director oversees implementation of industry-standard project controls, including key metrics and trending, financial and billing oversight, budget and change management, forecasting, core project management practices, and the growth and development of the project controls team RESPONSIBILITIES

  • Lead strategy development & implementation efforts on Project Controls systems & tools.
  • Function as a key liaison & partner to executive leadership & Project Directors
  • Lead financial planning and forecasting for capital projects, including budget development, cost tracking, and variance analysis.
  • Provide executive-level reporting on project financial health, earned value metrics, and cost performance indicators.
  • Lead a team of Project Controls staff and directly or indirectly manage budget/cost controls, job set-up, cost and phase code control, project expenditure forecasting, KPI productivity analysis, scheduling, issues and change management, and claims analysis functions.
  • Support Project Managers in tracking overall project health; establish and maintain communication plans to ensure accurate and timely flow of information.
  • Serve as a strategic partner to project managers, enabling initiative-taking issue resolution and performance optimization.
  • Develop dashboards and reporting tools that provide real-time visibility into project status, risks, and KPIs.
  • Ensure project controls and scheduling teams are supporting risk mitigation strategies for evaluating potential impact on project objectives and propose risk mitigation strategies.
  • Lead efforts to resolve alignment issues within Project Controls disciplines (cost control, planning/scheduling, change management, risk management, reporting)
  • Manage project-level 3rd-party audits to ensure adherence to Project Controls guidelines, industry best practice & contractual requirements.
  • Define roles and responsibilities, job duties, key performance indices, workflow, technical requirements, and efficiencies necessary to effectively deliver project controls.
  • Aid in the development and implementation of standard operating procedures for the organization, including process workflows, integrations, interfaces, systems, and external relationships necessary for maximum impact and effectiveness of project controls, eliminating non-value-added processes.
  • Provide feedback & guidance to direct reports for annual goal setting; support in the establishment of individual career development plans and in identifying training & professional development opportunities.
  • Conduct annual performance reviews (with mid-year check-ins) & provide constructive feedback; implement performance improvement plans as needed with support from Human Resources

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in quantitative surveying, engineering or construction management or equivalent combination of education/related experience and, demonstrated Project Controls technical knowledge and management skills.
  • 15+ years of relevant experience in construction and project management, preferably with 10+ years in management related to project controls and 10+ years within Mission Critical space. Work experience with a General Contractor preferred.
  • Excellent communication and people skills with the ability to clearly identify and articulate issues.
  • Mega-project or portfolio project(s) experience.
  • Microsoft Office Suite, Bluebeam, PlanGrid, SharePoint, ACC, and Project Management software platform experience.
