Criminal Justice, Prevention & Recovery Director Classification: Full-time (40 Hours), Exempt Reports to: Executive Director Work Location: 75% Remote/25% Community or In-Person This is a newly established leadership position responsible for overseeing and advancing behavioral health programs and grant initiatives focused on criminal justice involvement, prevention services, and recovery supports within the Public Behavioral Health System. This position offers the opportunity to shape and expand innovative behavioral health initiatives as the organization continues to grow its justice, prevention, and recovery portfolio. Reporting directly to the Executive Director, this position provides strategic direction, program oversight, and grant leadership to strengthen coordinated behavioral health responses across justice, prevention, and recovery systems. The Director serves as the primary organizational lead for initiatives within these focus areas and works collaboratively with state agencies, courts, law enforcement, providers, and community stakeholders to improve access to care and outcomes for individuals and communities. This position may initially supervise a small team and is expected to grow as programs and funding opportunities expand. This is a remote-friendly position, with the requirement to report in-person for standard job duties, mandatory trainings, staff meetings, and other events at the request of the Executive Director. Requires a valid driver’s license and the ability to operate agency vehicles as a condition of employment. Major Duties & Responsibilities:

  • Serves as a representative of the CSA/LBHA to the Maryland Department of Health and other local, state, and federal partners. Represents the organization in planning meetings, committees, and collaboration initiatives related to behavioral health policy, service design, and system coordination.
  • Provides leadership and oversight for all agency programs and initiatives related to criminal justice, prevention, and recovery services.
  • Works closely with courts, law enforcement agencies, correctional partners, providers, advocacy organizations, and community stakeholders to support coordinated behavioral health responses.
  • Develops strategic goals, priorities, and implementation plans aligned with agency and state behavioral health objectives, including implementation and monitoring of the annual plan.
  • Identifies service gaps and develops programmatic solutions to improve access, coordination, and recovery-oriented systems of care.
  • Oversees implementation, monitoring, and continuous quality improvement of assigned programs to ensure alignment with PBHS standards and community behavioral health priorities.
  • Conducts site visits for provider establishments.
  • Follows up on Performance Improvement Plans submitted by public behavioral health providers.
  • Identifies funding opportunities and contributes to grant writing and proposal development.
  • Oversees administration of state, federal, and local grants within assign program areas.
  • Ensures compliance with grant requirements, deliverables, performance measures, and reporting timelines. Conducts routine monitoring check-ins with contracted vendors.
  • Collaborates with OMH/CSA fiscal department to ensure budgetary spending as planned.
  • Assists in triaging consumer requests, calls, emails, and referrals to services in the community.
  • Assists with special projects such as public education, expos, conferences, and trainings.
  • Prepares and submits programmatic reports to the Behavioral Health Administration (BHA) and other funding entities.
  • Monitors outcomes, data reporting, and program performance indicators in collaboration with internal and external partners.
  • Develops and maintains effective working relationships with consumers, providers, and public partners.
  • Provides supervision and annual performance evaluations for assigned staff as positions are established.
  • Investigate consumer complaints and critical incidents to improve quality of services being delivered.
  • Supports organizational planning and administrative initiatives as requested by the Executive Director.
  • Assists with the Emergency Operations Center (EOC) related tasks to include being on call for events, staffing mass care shelters, and providing assistance and support when needed. May be required to work outside normal business hours.
  • Performs other duties as assigned.
