Vice President, International Criminal Justice, Counterterrorism and Countertrafficking Programs

About the Role: The Vice President of International Criminal Justice, Counterterrorism and Countertrafficking Programs will provide executive leadership, strategic direction, and operational oversight for Culmen International’s global programs supporting law enforcement missions, security cooperation, foreign partner capacity building, border security modernization, counter terrorism operations, and international logistics programs. As a senior leader in the Division, you will oversee operations, manage profit and loss (P&L), forecast revenue, and pipeline growth, and drive operational excellence across a diverse portfolio of programs and customers. You will work closely with executive leadership, program teams, business development personnel, and USG stakeholders to expand Culmen’s global footprint and strengthen customer relationships. What You’ll Do in Your New Role:

  • Lead and grow Culmen’s international portfolio across DOJ, DOW, DOS, DHS, and other federal agencies.
  • Develop and execute growth strategies to expand revenue, increase market share, and identify new business opportunities in law enforcement, counterterrorism, transnational organized crime, logistics and training.
  • Lead capture efforts for strategic opportunities, including pipeline development, customer engagement, teaming strategies, solution development, and proposal support.
  • Identify and pursue organic growth opportunities within existing programs and customer accounts.
  • Build and maintain relationships with senior USG customers, industry partners, OEMs, subcontractors, and international stakeholders.
  • Manage division-level profit and loss (P&L), including revenue forecasting, margin management, cost control, and overall financial performance.
  • Develop operational forecasts, pipeline projections, staffing plans, and financial reports for executive leadership.
  • Analyze budget-to-actual performance and implement corrective actions to improve operational and financial results.
  • Oversee global expeditionary operations supporting foreign partner capacity building, border security, law enforcement capacity building missions, and international security cooperation efforts.
  • Ensure compliance with contractual requirements, export controls, ITAR, FAR/DFARS, and applicable international trade regulations.
  • Support pricing strategy and partner with pricing teams to develop competitive, executable cost proposals.
  • Oversee program execution to ensure performance, schedule, quality, and customer satisfaction goals are met.
  • Develop and implement metrics, dashboards, and reporting tools to monitor portfolio performance and identify improvement opportunities.
  • Mentor and lead program directors, managers, logistics personnel, and operations teams across domestic and international locations.
  • Coordinate with business development, recruiting, contracts, finance, and operations teams to align growth and execution strategies.
  • Represent Culmen at industry events, conferences, customer meetings, and strategic engagements.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, International Relations, Political Science, or a related field is required.
  • 10+ years of leadership experience managing large-scale USG programs and operations teams in areas such as law enforcement, counter terrorism, training, and logistics.
  • Demonstrated ability to lead and manage $50M-$100M programs supporting DOJ, DOW, and other federal agencies with law enforcement, counterterrorism, procurement, logistics, construction, and training services.
  • Demonstrated experience managing P&L and driving revenue growth.
  • Proven success leading capture efforts and winning complex federal opportunities.
  • Strong understanding of foreign partner capacity building, and the operational challenges associated with supporting law enforcement, border security, and contingency missions in austere and developing environments.
  • Knowledge of federal acquisition processes, FAR/DFARS, ITAR, and export compliance requirements.
  • Experience developing forecasts, operational reports, and executive-level financial presentations.
  • Strong analytical, strategic planning, and organizational skills.
  • Excellent leadership, communication, negotiation, and customer engagement skills.
  • Ability to travel domestically and internationally as needed.
  • Ability to obtain and maintain a security clearance, as required.

Desired Qualifications:

  • Experience supporting overseas operations in austere, contingency, or developing environments.
  • Advanced degree.
  • Active Secret clearance.
