The North Carolina Department of Agriculture and Consumer Services is seeking a Departmental Analyst (Trainee) to oversee the Small Business Program and Disadvantaged Business Enterprise pre-award requirements for construction and consultant projects. The role involves conducting certification reviews for firms applying for DBE/SBP certification to ensure eligibility and compliance with program requirements.

Responsibilities

  • Overseeing the Small Business Program (SBP) and Disadvantaged Business Enterprise (DBE) pre-award small business requirements specifically for Construction & Consultant projects using AASHTOWare Project Civil Rights & Labor (CRL), JobNet, Contract Agreement & Payment Process (CAPP) and other systems
  • Conducting certification reviews of firms applying for DBE/SBP certification to determine the eligibility of DBE/SBP applicants and identify if they meet all requirements for the program

Skills

  • Possession of a bachelor's degree in any major
  • Departmental Analyst 9: No specific type or amount is required
  • Departmental Analyst 10: One year of professional experience
  • Departmental Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service
  • Departmental Analyst 12: Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service
  • Educational level typically acquired through completion of high school
  • Four years of experience as an advanced 9-level worker in an ECP Group One classification
  • Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification
  • Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification
  • Two years of experience as a first-line supervisor in an ECP Group Three classification
  • One year of experience as a second-line supervisor in an ECP Group Three classification
  • If applicable, attach a copy of your official college transcripts and/or foreign degree evaluation with your application
  • Applicants who possess foreign degrees must have their academic credentials evaluated or converted into U.S. educational equivalents
  • Civil Service accepts evaluations from organizations listed on the National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc
  • All newly hired state employees are required to submit and pass a pre-employment drug test and physical (if applicable) prior to their actual appointment
  • Criminal and driving records will also be checked if applicable
