Data and AI Integration Subject Matter Expert (SME)
Responsibilities
The Middle Class Tax Relief and Job Creation Act of 2012 established the First Responder Network Authority (FirstNet Authority) as an independent authority within NTIA under the Department of Commerce, charging it with building, deploying, and operating a Nationwide Public Safety Broadband Network (NPSBN). FirstNet provides emergency responders with a dedicated nationwide high-speed broadband network to increase collaboration between emergency responders, helping to save lives, solve crimes, and keep communities safer. The network fulfills a fundamental need of the public safety community and a key recommendation of the 9/11 Commission, enabling local, state, territory, tribal, and federal emergency responders to communicate during natural disasters, security threats, or other emergencies. Position Overview This position requires data and AI management expertise to support FirstNet Authority's oversight of the development, deployment, and operation of the NPSBN, a nationwide mobile broadband network comprised of 4G/LTE, and 5G technologies.
Responsibilities
Design, implement, and maintain robust data management frameworks to include but not limited to SQL databases to ensure the integrity, security, and accessibility of enterprise data across mobile network environments. Responsibilities include developing and enforcing data governance policies, implementing secure data storage and transmission protocols. Integrate Artificial Intelligence (AI) and Machine Learning (ML) solutions to enhance cybersecurity V&V capabilities. This includes leveraging AI-platforms such as the Palantir Foundry (currently in use by the FirstNet Authority). Ensure that all AI integrations adhere to ethical guidelines, maintain transparency, and support explainability of automated decisions. Provide documentation, training, and continuous improvement strategies to sustain data quality and AI-enabled security capabilities. Support a variety of data analytics activities for improving oversight of the NPSBN and verification and validation of program deliverables. This includes: Analyze complex structured and unstructured data. Enrich data using both internal and externally sourced data. Employ advanced data science principles, including state-of-the-art techniques as appropriate (e.g., machine learning, artificial intelligence) to develop compelling stories. Perform a wide variety of analytics tasks, such as link, pattern, statistical, behavioral, and geospatial analysis. Identify unobvious relationships within the data. Identify data gaps within existing program deliverables and opportunities for the addition of new data attributes. Perform other analytical functions as requested by the FirstNet Authority.
Required Qualifications
Expert in the data and AI management field with 9+ years of experience in database management and AI/ML models and database systems, have substantial knowledge in designing, implementing, and optimizing relational and NoSQL databases as well as a proven ability to integrate AI/ML models with database systems. Strong experience in database performance tuning, indexing strategies and query optimization for large-scale systems. Minimum of 5 years’ experience with data pipelines and ETL tools, proficiency in SQL, Python and at least one additional programming language. Minimum of 5 years’ experience with cloud-based database services and experience with API development and integration for AI-driven applications. Proven understanding of data governance, security compliance and privacy regulations. Strong professional, interpersonal, and organizational skills Strong written and verbal communication skills with ability to create technical documents for various audiences Ability to work independently and as part of a team in a fast-paced environment Ability to obtain and maintain a public trust. US Citizenship Level 2 Bachelor's degree in relevant field (telecommunications, computer science, cybersecurity, or related discipline) Minimum 9+ years of experience related experience Comepnsation: $86,800 - $173,000 Desired Qualifications Experience working within telecommunications initiatives Experience with mobile wireless network architecture critical design reviews Knowledge of wireless network coverage and capacity planning, and network build, operations, and management Proficiency with software and tools, e.g., InfoVista's Planet tool, MapInfo and ESRI Arc-GIS, Tableau, Microsoft Power Platform (Power Automate, SharePoint, PowerApps, Power BI), Telecommunication drive test postprocessing tools (Accuver's XCAL, Rohde and Schwarz tools), Microsoft SharePoint, Lists, Forms, and MS Teams Integration Experience with nationwide public safety communications programs or projects Certifications such as Project Management Professional (PMP)

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
